In the 1970s Cliff became a Senior Lecturer in Sociology in London University specialising in the Sociology of Religion.

He also became an advisor for the Home Office on Inner-City and Race Relations issues.

He carried out the parliamentary research into Video Violence and Children in 1982 and then held the post of Convener of the cross-party Lords and Commons Family and Child Protection Group for 25 years, until 2015. Through this group he led many sociological studies and presented a number of reports to Parliament on family breakdown, plus a wide analysis of social structural changes in the past century.
